The Tariff Advice System is designed to allow importers to seek an advance ruling on the classification of specific goods which is legally binding for five years unless there is a change of Customs Practice.

The Enhanced Project By-law Scheme provides tariff duty concessions on eligible capital goods for major investment projects in the mining, resource processing, food processing, food packaging, manufacturing, agriculture, gas supply industry sectors, power supply and water supply industries. Additionally the project must have a total project expenditure on eligible goods of $10 million or more (eligible goods are essentially capital equipment purchased for the project); Investigation into this process needs to begin before the procurement stage of a project meaning pro-activity is the key.

The Duty Drawback Scheme enables exporting companies to obtain a refund of Customs duty paid on imported goods where those goods will be treated, processed, or incorporated into other goods for export, or are exported unused since importation.

The Tradex Scheme allows an importer to gain an up-front exemption from Customs duty and GST on eligible imported goods that are intended for export. The goods may be exported in the same condition as imported, subject to a process or treatment after importation, with a final product export or incorporation in other goods which are subsequently exported.
R.H Freight currently provides all existing and prospective clients a “pro-gratis” Customs Audit. We look at past importations for possibilities of reclaiming taxes, or to avoid them in the future.  A fee is only retained if we are successful in regaining funds from Customs on the client’s behalf, or if a formal Tariff Concession Application or Advice is successful.

There are various ways to import goods temporarily via Carnet, Security and other measures to avoid the forfeit of taxes.

The Certain Inputs to Manufacture (CIM) Program aims to improve the competitiveness of Australian industry by providing import duty concessions on certain imported raw materials and intermediate goods such as chemical, plastics or paper goods.  In addition, CIM covers metal materials and goods which are used for the packaging of food.

By signing the DDR, the client authorizes the Australian Customs Service (Customs) to arrange for funds to be debited from the nominated account for the payment of customs duty, goods and services tax, wine equalisation tax, luxury car tax and other charges and fees payable in respect of imported goods. This then negates shipments being held awaiting disbursements to be paid to R.H Freight before goods are delivered.

The Australian Taxation Office (ATO) operates a scheme that provides for the deferral of GST on imported goods. The Deferred GST Scheme covers GST only; it does not impact upon Customs duty, which must still be paid at the time of importation. This means that GST is not required to physically pay when the goods are imported and entered for home consumption.
